Peran Pemerintah Dalam Pengelolaan Zakat Menghadapi Pasar Tunggal Asean 2015

Abstract

ABSTRAK

Dalam pasar tunggal ASEAN 2015 berlaku hukum kesamaan harga, dimana barang/jasa akan mengalir dari suatu pasar yang harganya rendah menuju pasar yang harganya tinggi. Jika sistem ekonomi bebas ini berlangsung terus, salah satu dampaknya adalah macetnya proses distribusi yang bisa berdampak pada banyak hal termasuk aspek sosial dan politik. Ada satu hal yang berkaitan dengan zakat yang tidak pernah kita sadari yaitu potensinya yang luar biasa besar. Oleh karena itu, potensi ini bisa membuat program-program sosial ekonomi dalam rangka membantu masyarakat Indonesia dengan meningkatkan peran pemerintah sebagai pemegang kebijakan.Mengelola zakat menurut perspektif normatif Islam tercermin dalam dua peran utama, yaitu sebagai pengelola tunggal zakat dan sebagai pemberi sanksi terhadap yang menolak membayar zakat. Dengan menerapkan sistem ekonomi berbasis zakat maka mampu mendorong proses transformasi ekonomi ini sekaligus mempercepat proses distribusi pendapatan dan kesejahteraan sosial dalam masyarakat.

ABSTRACT

 

In 2015 the ASEAN community prevailing price of common law, where the goods/ services will flow fromalow-priced market sto high-priced markets. If the free economic system this goes on, one consequence i sa break down of the distribution process which could have an impacton many things including the social and political aspects. There is one thing relating to th echarity that we never realize its potential is enormous. Therefore, this potential could create social and economic programs in order to help the people of Indonesia to increase the role of government as the policyholder. Managing Zakat according to Islamic normative perspective is reflected in two main roles, namely as a charity single manager and as a give rof sanctions against that refused to pay zakat. By applying the economic system based on zakat then able to encourage this economic transformation process as well asaccelerate the process of income distribution and social welfare in society.
